What is this piano concerto?

There was a wonderful British movie from 1987 called Hope and Glory, about a young boy growing up in London during the Blitz.  There is a piece of music for piano and orchestra that occurs twice during the film, and I have wanted to know what it is for ages.  The composer for the film's theme music is listed as one Peter Martin (don't know anything about him).  However, music by Wagner, Chopin and Elgar is also used, so I think that Peter Martin didn't necessarily write the piece that I am asking about.

The piece in question sounds as if it could be by Chopin or Mendelssohn.  If anyone knows what it is I would be very grateful!  Or maybe I have discovered another Unsung....!

I have saved it here (one track is tacked on to a version of Elgar's Land of Hope and Glory for piano+orchestra);

Sounds rather more like a rondo from a PC, or a freestanding work than a concerto.  I suspect, however, that it may be an original composition by Martin.
